Roadmap to COVID normal – Victoria

Four-Month Plan to COVID-Free announced for Victoria (Melbourne Metropolitan Area)

Yesterday at 12pm, Prime Minister Daniel Andrews unveiled the roadmap to COVID normal for Victoria, which will take effect from Sunday 13th September 2020. The plan includes 4 main stages that will be effective from September to December, upon pandemic slowdown.

STAGE ONE – Two weeks extension

First stage of Roadmap to COVID normal for Victoria starts from 11.59pm, 13 September, 2020

  • Curfew eased to 9pm-5am
  • Leave home for 4 reasons and stay local (5km). 2hrs maximum for exercise/social interaction
  • 1 nominated home visitor if living alone/single parent (children under 18)
  • Public gatherings increased to 2 people or a household that can meet outdoors for up to 2 hrs
  • Childcare and early educators closed except for permitted workers
  • Schools: remote learning unless an exemption applies
  • Adult education: only onsite for those on permitted list
  • Only go to work if you are in a permitted industry
  • Shopping: one person per household
  • Retail: essential only with other click and collect
  • Real estate: certain permitted activities in person, auctions online only

STAGE TWO – Ease of some restrictions

Applies from 28 September, 2020 if daily case rate reaches 30-50 cases in Metro Melbourne over previous 14 days.

  • Curfew 9pm-5am
  • Leave home for 4 reasons and stay local (5km). 2hrs maximum for exercise/social interaction.
  • 1 nominated home visitor if living alone/single parent (children under 18)
  • Public gathering increased to 5 people or a household that can meet outdoors for up to 2 hrs. Infants under 12 months not included in cap.
  • Childcare and early educators reopen
  • Schools: remote learning with staged return for onsite learning for Prep – grade 2, VCE/VCAL and specialist schools for term 4
  • Adult education: only onsite for those on permitted list
  • Only go to work if you are in a permitted industry
  • Hospitality: take-away and delivery only
  • Shopping: one person per household
  • Retail: essential only with non-essential click and collect
  • Real estate: certain permitted activities in person, auctions online only

STAGE THREE – Towards COVID – free life

Third stage of Roadmap to COVID normal for Victoria starts from 26 October, 2020 if daily case rate reaches <5 cases (state-wide over previous 14 days) and <5 cases with unknown source (state-wide over previous 14 days).

  • Curfew not in place
  • No restrictions on reasons to leave home or distance
  • ‘Household bubble’ with one nominated household allowing up to 5 visitors from that household (infants under 12 months not included in cap)
  • Public gathering increased to 10 people outdoors
  • Childcare and early educators open
  • Schools: remote learning with potential staged return for grades 3 -10 based on public health advice
  • Adult education: learn from home if you can. Onsite for hands-on, skills based learning
  • Work from home if you can
  • Hospitality: predominantly outdoor seated service. Increased group limit to 10 and density limits
  • Shopping: no person limits
  • Retail: re-opens
  • Hairdressing open with safety measures, other beauty/personal care closed
  • Real estate: private inspections by appointment only, auctions outdoors subject to gathering limits

STAGE FOUR – Last step

From 23 November, 2020 if no new cases over 14 days (state-wide).

  • Curfew not in place
  • No restrictions on reasons to leave home or distance
  • Visitors to home: up to 20 people
  • Public gathering increased to 50 people outdoors
  • Childcare and early educators open
  • Schools: remote learning with potential staged return for grades 3 -10 based on public health advice
  • Adult education: return to onsite learning for all with safety measure in place
  • Work from home if you can
  • Hospitality: Indoor group limit of 20 and seated service, capped to 50 patrons. Outdoor dining subject to density quotient
  • Shopping: no person limits
  • Retail: all open
  • Real estate: operating with safety measures and record-keeping
